Yes — short-term rentals are legal in many Emirates, provided you obtain the correct permits and comply with local tourism and regulatory authorities. In Dubai, for example, you must register your property with the Dubai Department of Economy & Tourism (DET) and secure a valid Holiday Home permit. In Ras Al Khaimah, a holiday home license from RAKTDA is required.
Your property must comply with mandatory safety features (smoke detectors, fire extinguishers, emergency exit plans), furnishing and amenity standards, and classification requirements (e.g. “Standard” or “Deluxe”) set by the tourism authority. You’ll also need to ensure guest registration (passport / Emirates ID) and maintain 24/7 host contact and emergency procedures in both English and Arabic.
You must register guest details (passport / Emirates ID) via the authority’s system within a specified timeframe (e.g. within 3 hours in Dubai) and collect the mandated Tourism Dirham Fee (AED 10–15 per night per bedroom in Dubai) to be remitted monthly. In addition, short-term holiday home stays may be subject to VAT when revenue thresholds are exceeded.
Operating without the required permit can lead to significant fines (starting from AED 5,000 in Dubai) and removal or deactivation of listings. Noncompliance with safety or quality rules, or failure to report guest data, can also result in penalties or permit revocation.
